Glossary.
Definitions for the terms that matter in enterprise agentic AI governance. Precise language reduces ambiguity in governance architecture decisions — and in the conversations with legal, procurement, and compliance teams that precede them.
Agentic AI
AI systems that operate autonomously toward a goal, taking sequences of actions and making decisions without explicit step-by-step human instruction. Agentic AI systems use tools, call external APIs, spawn sub-agents, and produce real-world effects — including commitments, transactions, and communications — on behalf of a principal. The defining characteristic is autonomous action toward an objective, not just generation of a response.
Agentic AI Governance
The structural layer above model capability and runtime policy enforcement that defines three things: what an agent is authorized to commit to on behalf of a principal (delegated authority), what data may flow between agents and across organizational boundaries (data boundaries), and who bears liability when an agent acts and something goes wrong (accountability design). Agentic AI governance is distinct from model alignment (getting the model to behave well) and from runtime policy enforcement (blocking unauthorized actions at execution time). It addresses the architectural decisions that must be made before deployment — not discovered after the first incident.
Governance Readiness
The state of having defined, documented, and implemented the governance architecture required for enterprise agentic AI deployment: authorization scope (delegated authority), data boundary policy, accountability design, and operating model. An organization is governance-ready when it can answer the questions that legal, procurement, and compliance teams ask before approving deployment: what is this agent authorized to commit to, how are data boundaries enforced across agent chains, who bears accountability when an agent acts outside its intended scope, and what audit trail documents the authorization chain. Organizations that achieve governance readiness before deployment move faster than those that discover its absence after the first enterprise deal stalls or regulatory inquiry arrives.
Multi-Agent System
A system in which multiple AI agents interact, share context, delegate tasks to one another, and collectively work toward a goal. Multi-agent systems are architecturally more complex to govern than single-agent systems because: authority, data boundaries, and accountability must be defined at every delegation point in the agent chain; each agent may have different permission levels and trust relationships; and the aggregate behavior of the system may diverge significantly from what any individual agent was authorized to do. Governance architecture for multi-agent systems must address principal hierarchy design, inter-agent data flow policy, and accountability tracing across agent chains.
Principal Hierarchy
The chain of entities that delegate authority down to an agent. In enterprise agentic systems, a principal hierarchy may include multiple levels: organization → team → user → orchestrating agent → sub-agent. The design of the principal hierarchy determines what authorizations are in scope at each level, what authority may be re-delegated and under what conditions, and what escalation paths exist when an agent encounters an action outside its defined scope. Principal hierarchy design is a governance architecture decision — not an engineering default. Treating it as an engineering default ("the agent has the permissions of its caller") is the root cause of the unbounded delegation failure pattern.
Agentic Governance Framework (AGF)
A vendor-neutral governance model for enterprise agentic AI deployments, authored by George Vagenas. The AGF defines three governance primitives that must be addressed before agentic AI can be deployed at enterprise scale: Delegated Authority (what agents may commit to on a principal's behalf), Data Boundaries (what data may flow where and under what conditions), and Transaction Commitments (accountability design for agent-initiated actions). The framework is built publicly, mapped against emerging agentic protocols including Google A2A, Anthropic's model specification, and the MCP ecosystem, and is available at github.com/governancelayer/agent-governance.
AWARE Framework
A security architecture assessment framework for enterprise multi-agent platforms covering five dimensions: Authorization (agent identity verification, permission scoping, and trust chain validation), Workflow (orchestration integrity, task boundary enforcement, and inter-agent delegation control), Audit (observability, post-execution evidence, and log completeness), Risk (real-time risk scoring, circuit breakers, and anomaly detection), and Enforcement (policy enforcement mechanisms at both SDK and platform layer). The AWARE framework is used to evaluate whether an agent platform's security architecture is sufficient for enterprise deployment — and specifically to distinguish between what the SDK enforces at the developer level versus what the platform enforces at the control plane level.
Audit Trail Architecture
The technical and process design for creating, retaining, and making accessible the evidence of agent actions, authorizations, and outcomes. A complete audit trail records: what the agent was authorized to do (the authorization chain), what it actually did (the action record), what commitments it made or transactions it initiated, and any confirmation gates that were triggered or bypassed. Audit trail architecture determines what is logged, at what granularity, with what retention period, in what format, and who can access it. Required for incident investigation, regulatory compliance (including EU AI Act Article 12 and 19 obligations), and enterprise procurement. Absence of a documented audit trail is one of the most common reasons enterprise agentic AI deployments fail procurement review.
Governance Terms Architecture
Layer 2 of the governance stack. Governance terms architecture defines the scope, boundaries, and accountability conditions of agent operation — before enforcement is applied. It answers: what is this agent authorized to do, what data may it touch, what commitments may it make, and who is accountable when it acts. Without defined governance terms, runtime policy enforcement (Layer 1) has no mandate — it enforces whatever the organization has defined, and if those terms are undefined or informal, it enforces nothing meaningful. Most governance failures in enterprise agentic AI deployments are not enforcement failures; they are governance terms failures: the terms were never defined clearly enough to enforce.
Operating Model (Agentic AI)
The organizational design required to manage agentic AI deployments responsibly at enterprise scale. An agentic AI operating model defines: role definitions and separation of duties (who may authorize, deploy, modify, and escalate agent operations), RACI for agent operations (who is responsible, accountable, consulted, and informed for each class of agent action), escalation playbooks (what happens when an agent exceeds its scope or produces an unexpected outcome), incident response procedures, and procurement criteria for governance tooling. Most organizations launch agentic AI into production without an established operating model — then discover the absence when the first incident requires accountability.
Runtime Policy Enforcement
Layer 1 of the governance stack. Runtime policy enforcement defines what agents can and cannot do at execution time: blocking unauthorized tool calls, enforcing trust thresholds, restricting data access, limiting action scope. Runtime enforcement is necessary but not sufficient. It is an enforcement engine — it enforces the governance terms the organization has defined. If those terms are unclear, undocumented, or inconsistent with the actual deployment context, runtime enforcement will not compensate. The common mistake is treating runtime enforcement as a substitute for governance architecture rather than an implementation of it.
Data Boundaries
One of the three AGF governance primitives. Data boundaries define what data an agent may access, use, transmit, or pass to other agents — including within agent chains, to external tools, and across organizational lines — and under what consent terms, classification requirements, and retention limits. Data boundary failures are not limited to cross-organizational leakage: they occur within single-organization agent chains when an agent incorporates data from one classification context and passes it to a downstream agent or tool operating under different permission levels. The structural requirement is a data boundary policy layer that applies at every point data leaves its origin context — not just at the organizational perimeter.
Delegated Authority
One of the three AGF governance primitives. Delegated authority defines the scope of actions an agent is authorized to perform on behalf of a principal: what it may commit to, the conditions under which authority may be re-delegated to sub-agents, and the escalation path for actions outside defined scope. In multi-agent architectures, the absence of a delegation model is the most common governance failure: when one agent delegates to another, the original authority boundary rarely transfers cleanly — resulting in either over-delegation (sub-agent receives full authority of the orchestrator) or no delegation model at all (sub-agent defaults to whatever the tool or API will accept). The structural requirement is an explicit delegation scope at every level of the agent chain.
Transaction Commitments
One of the three AGF governance primitives. Transaction commitments define the governance design for actions an agent takes that have real-world effect: reversibility requirements (which actions may be taken without confirmation, which require explicit approval, which are irreversible), confirmation gates for high-risk or high-consequence actions, liability allocation (who bears responsibility for agent-initiated commitments), and the audit trail architecture that documents what was authorized, what was executed, and what confirmation requirements applied. The AGF defines a two-phase model for transaction commitments: pre-execution authorization (what confirmation is required before the action is taken) and post-execution evidence (what is recorded after the action completes). Without this model, there is no foundation for enterprise-grade accountability.
EU AI Act Compliance (Agentic Systems)
The EU AI Act creates compliance obligations for AI systems based on risk classification, human oversight requirements, and technical documentation standards. Agentic systems present specific compliance challenges because: (1) they invoke multiple AI components, each potentially classifiable differently, but regulated as a system; (2) they cross organizational boundaries and generate commitments autonomously in ways that resist the Act's discrete-model classification framework; and (3) runtime tooling alone does not satisfy the Act's technical and governance requirements. Key obligations for agentic deployments include risk classification (Article 9), automatic logging (Article 12), human oversight with five specific capabilities (Article 14), log retention minimums (Articles 19 and 26), and conformity assessment paths (Article 43). Governance architecture must be designed for conformity before deployment — not retrofitted after a regulatory inquiry.
Vendor-Neutral Governance Advisory
Advisory that is independent of any specific AI platform, governance SaaS vendor, or tooling provider. The advisor has no financial interest — commission, equity, or referral arrangement — in which platform the client selects. This matters because governance architecture decisions are long-lived and foundational: the choice of authorization model, data boundary policy design, and audit trail architecture will constrain future tooling decisions for years. Governance advice shaped by a vendor relationship optimizes for that vendor's product; vendor-neutral advice optimizes for the client's deployment context.
